arp+microuptime

Hi i have w2kprof and FreeBSD installed on my system.
While i whas making world for the first time after updating the sources with
cvs.I saw multiple lines like this : kernel
arp unknown hardware addres 0x0800 and settiong back microuptime .My ip
address is within the 213.51
range and i noticed with arp -a command that there whas a unusual ip-
address 213.51.21.180 in the arp cache. I think i have been a victim of arp
spoofing.But this is now going on for a week of two and my isp isn't doing
really much.They only brought my friends computer back on the internet cause
he has the head account.Is there a way other then static arp and arp watch
to prevent such mischief ?
