It is a bug fix found in tcp_timer.c
Basically, tcp uses a window to specify how much data can be sent without
it being acknowledged. What causes this message is the other side of the
connection reducing the window size. This used to be allowed in the rfcs
but isn't any more so the chances are you're looking at someone with an
outdated ip stack.
I don't think its much to worry about, but don't take my word for it :0)
