    I think most hosting companies charge their customers based on the amount
    of traffic to/from their servers. So the cost is presumably being funneled
    to them. The question becomes: are customers of hosting companies entitled
    to compenstation?

    I suspect most of the infected machines are not operated by professional
    administrators, but are simply home machines. They're more likely ignorant
    than lazy.
