One "tool" is to try a faster CPU. If a faster CPU handles this quicker, the
CPU utilization is at least one bottleneck.

You can gain some network performance by having it all on the same machine.
But you in turn lose CPU because you are doing both the encryption as well
as the decryption on the same machine, needing even more of its CPU speed.
Trying this between two like machines may help give some insight.
