Issue with banner in sshd

Hi,

Doesn't openssh sshd honour the banner file set by pam_issue. If I
remove the banner option from sshd_config and set value in /etc/pam.d/
sshd as

auth required pam_issue.so , it doesnt print any banner at all.

Has someone noticed this issue or am I doing something wrong?
