NEW SSH Admin

I have been tasked with supporting a new application that resides
apart from my coporate network on our DMZ. The only avenue to connect
to the servers is via SSH.
I am new to SSH and the UNIX enviroment. I am attempting to created a
new ssh connection for a new user in the system.
I have generated the key on their machine via ssh-keygen.
I then copied their public (.pub) key into the SSH server and created
a new user. The .pub key has been placed into their .ssh folder under
the new user name.

*Problem*
When I connect back to the users machine, I attempt an ssh-add. I then
receive an error "Could not open a connection to your authentication
agent."
I am utilizing cygwin with open-ssh.

Any quick assistance is greatly appreciated.
