Hmm. In that case, I suppose your only recourse is to try gradual
modification. Find a client which you know _can_ connect to that
server, and hack your client to reproduce their KEXINIT exactly.
(Don't worry about what happens if you end up selecting a crypto
primitive that you're not prepared to deal with; all you care about
for the moment is finding out whether the connection is immediately
dropped.) Then gradually add and remove pieces from the KEXINIT
until it turns back into the one you were sending yourself, and see
at what point it starts dropping the connection. That should narrow
down the problem.
