I just got the folowing reply from the PuTTY team:

We have heard of similar symptoms on one other occasion. Someone with
a
Dropbear SSH server as part of "Coyote Linux" on an embedded device
reported the same error message with the same versions of PuTTY. In
their case, they did have logs, and Dropbear claimed to be seeing an
"bad packet size". This appeared to be Dropbear's mistake; upgrading
Dropbear from 0.35 to 0.45 solved the problem for this person
(although
I realise this may not be practical for you).

That answers my question, although I'll have to use old PuTTY to
connect to my router :(
