Cannot get Windows to tunnel (Cygwin ssh) - help!

Hello, all -
I have set up ssh tunneling over Unix and Linux many times. I am now
trying to do it in a Windows environment, and am having a problem.
One machine (localguy) runs WinXP SP2, the other (remoteguy) runs Win2K
SP2. Both have the latest version of Cygwin installed. The hostames
have been changed to protect the innocent :-)
I have authentication working fine via rsa keys.
I have the CYGWIN environmental variable normally set to 'ntsec tty',
though I have been trying with it set to 'notty' to get this working.
The setting does not appear to matter.
When I try what I think is the correct syntax, I get:

$ ssh remoteguy -C -L 9001:localhost:1521
Last login: Thu Dec 29 14:45:03 2005 from local
OEMJob@remoteguy ~
$

I have tried numerous variations on the syntax - Unix dialect, setting
up remote instead of local forwarding, etc. I get the same results
every time - a prompt, not a tunnel.
I saw no reason to amend sshd_config, and have not done so on either
side.
There is definitely a service using port 1521 on the remote side.
Do any Cygwin experts out there see what I'm doing wrong?
