ssh authorized_key working for user, but not for root

Now I can establish a tunnel, but only with an administrative user, not
with root
/home/josh/.ssh/authorized_keys
and not
/root/.ssh/authorized_keys
I've tried toggling the 'Allow root to login' setting in sshd_conf, but
to no avail.
What am I missing? thanks so much in advance....
