It means (at least with OpenSSH), that a public key authentication will
log you into the system, but you will have no domain privileges (can't
access remote servers/printers).

Basically the SSH server is only able to let the remote user into the
local system. It can't fake his actual domain authentication without
having the real password. OpenSSH will only use one of public key or
password, not both. Other servers may do this differently (requiring
both for instance).
