Can you define what you mean by "local login using ssh" ?

So you are ssh-ing to [ip of your extrernal IP address] to log into
the above named fc3 box by virtue of a port forward? Is that right?

So are you sshing here to the external IP of your router? Internal IP
of your router? what's the point of that? Is your router running
sshd? If not, don't be surprised that it doesn't work.

Or are you attempting to test the port forwarding while being inside
the network? That could get funky depending on the router.

If you can "local login without any problem" I guess I'm not clear
what the problem actually is.

Your question would be easier to answer if you explained more clearly
using sample ip addresses, host names, reference to interfaces
external/internal, and indicating what OS the router is running or if
it's an appliance, and if so what make/model....
