The release notes would be a good place to start. For details there's
the ChangeLog file.

Recent versions have a pointer to the release notes as the first line in
the README file.

Historic versions of the release notes are on the openssh.com web site
but at the moment there's no index to them, so you need to know the file
name you're interested in (they're of the form
http://www.openssh.com/txt/release-*). Alternatively you can pull them
from OpenBSD's CVS (http://www.openbsd.org/cgi-bin/cvsweb/www/openssh/txt/).
