Public Key Authentication on windows for domain accounts

Hi,
I am trying to setup SSH access on a windows 2000 machine using VShell.
I am able to successfully login using Public Key Authentication as
local user, but login for domain user fails with a message:
'Authenticated with Partial Success'.

* Is it possible to authenticate windows domain users using PKA.
* If not, then is there some other way of entering a windows shell
*without a password* (other than using expect scripts).
