SFTP versus FTP over SSH2

Can someone please explain what is the difference between SFTP and FTP over
SSH2? Is SFTP less secure?
We used to use the FTP over SSH2 to access files on a public server. Now
when we connect using FTP over SSH2 we get an error that this option is
administratively prohibited. The vendor who administers the box is claiming
that SFTP was the only authorized protocol, and all of those successful FTP
over SSH2 sessions we have done for the last 18 months don't exist. Since
I don't know what signature each type of login will leave on a BSD logfile,
I don't know how to disprove the claim.
Clearly something on their server changed, and they simply don't understand
the system well enough to know what to look for. Can anyone suggest
possible configuration changes on their server that might account for
getting errors like the one above from an SFTP client when connecting in FTP
over SSH2 mode?
