restrict connection to specific host or hosts

Would it be possible to restrict connection to specific host or hosts.

I can provide the user with "putty" but I want to hardcode the protocol
SSH and the destination host in the utility, if I give the user
putty.exe, then they would be able to telnet or SSH to any host they
type in. Since it is a contractor I don't want to give them that much
freedom.

Any thoughts would be appreciated.
