hostbase auth

is there a decent howto, on how to convert rsh,rlogin, rcp hostbased
auth to ssh hostbased auth. I see there are problems with short
hostnames vs fqdn and since some of my boxs have multiple interfaces
this componds the problem. I could keep turning stuff off and on but
that doesn't give me any kind of confedance that I'm using the most
secure method to achive my goals.
