openssh host-based authentication

I am unable to get HBA to work with OpenSSH. The network is set up to allow
communication between nodes on an internal network of compute servers. The
servers have their own NIS domain and private IP addresses. I set up the
machines per instructions found on the 'net; I believe snailbook.com... Here
is what I get when I try to connect from one machine in the internal network
to another:
