portforward question cygwin vs putty

Hi,
I have managed to access a remote samba share over ssh using putty by
setting up a loopback adapter on address 222.222.222.222 and then using
putty to forward 222.222.222.222:139 to localhost:139. I can't seem to
duplicate this functionality using cygwin and ssh. Is there a way to do this
using cygwin, or is being able to specify the listening ip address a putty
only thing?
