configuration problem OpenSSH under Windows

Hello,

I have installed OpenSSH 3.8.1p, cygrunsrv.exe is running as task (donīt
knwo which version) under Windows NT4 SP6a. I created local user and group
with mkpasswd.exe and mkgroup.exe. sshd.exe is running as task, too.

Trying to connect with some ssh clients eg. with sftp.exe I will be refused
immediately. What I made wrong?
