Using SSH Tunnel to circumvent University port blocking

I am at a University and I have noticed that many ports are blocked
and i would like to get around them. I was told that using a SSH
Tunnel would solve this problem. I have a shell account which i
connect to using SSH on Putty. I need a complete walk through on what
ports i need to tunnel and how to set this SSH Tunnel up on my shell.
(Do i need to install something like OpenSSH). This may seem like a
clueless cry for help.. and it is... i have no prior knowledge about
SSH Tunneling.
