.profile is a SH/KSH/BASH file, not cmd.exe. You could install cygwin
and get bash to do this, but I assume you're trying to avoid that.
Otherwise I would have to assume there's a .bat file or a registry entry
for such things.

Where did you get OpenSSH for windows without cygwin? I didn't find it
when I was looking.
