Tunelling not working

Tunneling for a telnet connection is not working. I connect to the ssh
server on my local XP machine using "ssh -L 2323:localhost:23
localhost"
and then "telnet localhost 2323"

Event logger says
"error: connect_to 127.0.0.2 port 23: Connection refused."

The sshd_Config file has this enabled: "AllowTcpForwarding yes"
