Strange problem with OpenSSH

The problem is I have to press Enter in order for the server to
recognize that I sent anything. This occurs intermittently. However I
am unable to use any interactive programs or vim.

I tried putty, ssh, and SSH secure shell client
I tried shells : switch and cmd.exe
I am running the latest version of openssh on windows XP.

Any pointers appreciated
