Public Authentication Problem on Batch Job using SCP2 when SSH Client Reboot

We have setup a SSH client on HOST1 (a NT4 server). Host1 runs a daily
schedule task (run as local user account - USER1) which transfer files
to a SSH server, HOST2 (W2K server). We use public-key authentication
for secure ftp login. The login ID is a local user account (USER2)
setup in HOST2. We do not input passphrase for the private key of
USER2. Hence, no input will be prompted for passphrase during the
batch job runs.

Initially, the setup is fine and the scp2 can be run successfully
without problem.

However, we found that scp2 run failed every time the SSH client
(HOST1) is rebooted. Either admin a/c or USER1 of HOST1 must be login
and then the schedule job can be run successful again. We can logout
the a/c afterwards and the schedule job resumed running normally.

The command we are using is
"D:\Program Files\SSH Communications Security\SSH Secure Shell\scp2"
%datapath%\app\download\result.txt
%uid%@%srvip%#%srvport%:%destpath%\app\download\

Do any expertises know what the problem is and how to fix it?
Appreciate your advices submitted and thanks in advance.

For your information, we are using SSH Secure Shell for Windows
Servers v3.2.9. It uses SSH2 protocol.
