"Connection refused" unless port open

I get a "Connection refused" error when I forward port 110 from a remote
machine unless the port is open.
This is port 110 and I don't want to open it to the world.
Shouldn't I be able to forward it if port 22 is open?
Maybe the router in front of the 110 machine is preventing the port
forwarding because port 110 is not in the router's list of ports to forward?
