You say this as if it were a necessary consequence of his network
topology. There is no reason in general why this should be true. In
fact, it is false: the error messages show that the client is getting a
TCP connection to the SSH server, which is then probably rejecting the
attempt because of misconfigured libwrap as Per pointed out.
