cvs checkout does nothing using ssh

Hi all. I am trying to set up a cvs server on a Mac OS X 10.2.8
machine and trying to connect via ssh from a 10.3.3 machine. On the
client machine I can do a cvs import command but when i try to
checkout it prompts me for my ssh passphrase and then does nothing.
There are no messages or anything to let me know what is going on.
Has anyone had this problem before or know what is going on. Im sorta
new to the mac world and have never set up a cvs server before. thanks
