There's a third-party port of OpenSSH to Interix (aka Microsoft Services
for Unix), but that's still a compatibility layer. I'm not aware of any
free (as in beer or speech) native SSH servers for Windows.
There are several commercial products (from SSH.com and Vandyke.com to
name two).
