ssh access denied in Suse 9.0 fresh install

I've got a brand new installation of suse 9.0 Professional. It's
configured as a network server. sshd is running, however, whenever I
attempt to ssh into the server, I am prompted for my username and
password, and then denied access. This happens both from a windows
client (putty), from the local shell, and from other linux boxes
(running Suse 8.2).

Looking at the ssh_config file provides no hint as to what's wrong..
there are no unusual restrictions that I'm seeing. The accounts I'm
trying to connect with are not root accounts, so they should have
permission.

All my previous Suse installs have had ssh work out of the box no
problem. It's only Suse 9.0 that's giving me problems.

Any suggestions?
