ssh tunnelling and ftp

Hi,

I am trying to create an ssh tunnel and then use ftp (through an html
editor, html-kit to be specific, so I can edit files remotely). But
when I ftp, I get an error saying "A program on the local
machine attempted to connect to a forwarded port. The forwarding
request was denied by the server. The connection has been closed."

Anyone know if there could be some permission problems on the server
side? I have tried putty and tterm (ttssh). I have tried various ports
(21, 3000, 7000, 2021 etc.). If I use psftp I am able to connect and
ftp files with no problems, but for some reason ssh tunneling wont
work.

Any ideas?
