way to force umask for sftp

Hi,
Wondering if there's a way to force umask on the server side for sftp
clients. It appears that rc files won't work for sftp, only scp. Sftp is my
preference because is appears that scp does not work over ssh2, if this
isn't true, and there is no way to force it for sftp, then perhaps I will
switch over. I know that users can modify thier rc files to change umask,
but in this instance that's not a worry because the users that know that are
knowledgable enough to take care of themselves.
