scp and sftp issues

Hi, i would like to know what is happening when i try to scp or sftp with a certain user.

with root, scp and sftp works fine. I have removed all the .ssh/ content of that user.
Both version of openssh are openssh-3.7.1_p2-r2 (in server and client)
