Bizarre problem with failed Putty connections

Hi folks. I'm at my wits end on this one. I have been using Putty for
months now. I use it to manage Linux machines both on my lan and out over
the internet. One day I found I could no longer use Putty to login to
machines on the internet. I did all kinds of troubleshooting. Here is what
I found. As long as I try to connect to internet hosts with Putty using DSL
via my ISP "DSL.net", my login fails. The connection from client to server,
port 22 succeeds but the login fails (as illustrated below). If however I
link my lan to the internet using a different ISP the login succeeds. It's
not being filtered at my router (or any machine I manage). I'm sure of
that. And the weird part is connections to port 22 make it though from
client to server just fine. But the auth process just hangs midway.
However when I use a different ISP the auth process runs to completion and
I'm able to log in. Here's the debug output of sshd on the internet host

I'm having a hard time understanding how my choice of ISP determines whether
this process fails partway or proceeds to completion. Unless there is some
sort of content based filtering going on at my ISP. Weird.....
