TTY limiting for ssh sessions

Does anybody here know how I can accomplish TTY limiting with sshd *without*
using sshd_config's "UseLogin" feature? The goal is to limit shell users
to 2 simultaneous logins. I've written a script in bash that sorta does
it, but it's not a complete solution. The OS is FreeBSD 4.9-RELEASE. Any
ideas out there?
