SCP/SFTP on Windows

I just installed the slimmed down version of OpenSSH on a Windows NT
server (hope to get rid of FTP in the near future).

The SSH part works fine...the SCP and SFTP part does not. If I use
putty sftp to connect I get as far as typing in my password. After
that, I get an error:
Unable to initialise SFTP: could not connect.
If I use WinSCP (despite the lack of a plugin for the newest version of
the server, which might be the problem for WinSCP), it asks if I'm sure
there's an SFTP server running.
Any thoughts?
