openssh for windows setup problems

i've been trying to setup openssh on my windows 2000 box, and i don't seem
to be having much luck with it.
when i try to setup the local account using,

"mkgroup -l >> ..\etc\group"

as it says to do in readme.txt, returns the error,

"mkgroup: A domain name is only accepted when `-d' is given."

and doesn't setup anything, any ideas?
