rsa + passwd authentification

Hello,

can anybody tell me if it is possible to use rsa + passwd authentification
in combination?
My aim is verification of the rsa key before the user is asked to enter the
password, so only users with the right key have got the possibility to
login via password.
All I can find is rsa instead of password authentification...
