.configure failing on redhat 3.0.3

I have sucessfully gotten openssh-3.7.1p2 on another redhat 3.0.3
system
but when doing
./configure --prefix=/usr/local/openssh-3.7.1p2
--with-ssl-dir=/usr/local/openssl-0.9.7b/
--with-zlib=/usr/local/zlib-1.1.4/
I get this error:
checking whether snprintf correctly terminates long strings... no
configure: WARNING: ****** Your snprintf() function is broken,
complain to
your vendor
checking if openpty correctly handles controlling tty... no
checking whether getpgrp takes no argument... yes
checking OpenSSL header version... not found
configure: error: OpenSSL version header not found.
Do you know what is causing this, I had no trouble on the other redhat
3.0.3 system which has the same version of openssl and compiled the
same
way?
