The question of whether to allow people to select their own hostnames
depends on the environment. It may be appropriate or not depending on the
situation, but it is not a reason to reject either setup out of hand.
Also, there's nothing about the setups I suggested which would necessarily
allow people to do so. For instance, using ddns does not mean that just
anyone can make changes. The DHCP server could be the only entity allowed
to make changes via ddns. You could further configure DHCP to only give
out leases to known machines (e.g. by MAC address). The issue of how
closely you want to regulate naming is orthogonal to how you accomplish
populating the DNS reverse entries.
