PuTTY 0.53b slow in EDT

Using the PuTTY terminal emulator 0.53b (the "plain" one, not the SSH
version) to access our Alpha systems seems to work great except that
in EDT, using the up or down arrow to move around seems to be slow, or
at least slower than it is when I use Frontier's VT420 emulator.
Control Panel/Keyboard/Repeat Rate is set as fast as it will go. Does
anybody else notice this, or know of a way to make it go faster?
