no output of net.exe on win2000 running ssh 3.6.1p1 (cygwin)

I have a strange problem. cygwin is loaded on a terminal server. If
you ssh into this system and try and do "net" you get no output. If I
acutally login to the terminal server and run the cygwin bash shell
the command works just fine. Its only when I ssh into this particular
server.
$CYGWIN='tty ntsec'
