Embedded sshd

I am running a set of proprietary server daemons on linux on distributed
custom h/w. Each box also runs sshd to get access to a utility shell.. In
this case, linux is stripped down and is functioning as an embedded OS. I
want sshd to use our login/account scheme, not linux's, and call up our
utility shell program. This shell always runs under root, but it asks for a
login/password itself which is the login for our application.

Can this be accomplished? I'm not above hacking sshd source, but would
prefer finding a way to trick it out-of-the-box into behaving this way.
