ftp to sftp bridge

Hi, I'm looking for a software capable of doing what appgate mindterm
(http://www.appgate.com/mindterm/) can: forward a local port (say 45000) as
an ftp port to a sftp connection; this enables one to connect to
ftp://localhost:45000 and work with the remote files with any old ftp client
(or editor, like Crimson or EditPlus).
I have 3 problems with MindTerm:
- Java: too slow on my machine
- More than I want: I don't want the command shell; I'd rather have a TSR
(are we still calling those like that? :o) that disappeared from my sight.
- It's not PuTTY: putty just makes the 2 previous problems stronger.
