These are two different things.
On the server side, it determines whether sshd binds the loopback or all
interfaces for "remote" forwarding requests (-R) it receives from clients.
This applies rigidly to all SSH-1 connections, and as a default to SSH-2
connections (protocol 2 allows clients to specify the listening socket,
not just the port, so you can control this server-side behavior
per-connection using the -g option on the client).
On the client, this option simply applies to the listening socket for
local forwardings (-L, per connection).
