how to block all non-public key user logon?

Hi,
I have implemented public key logon for the authorized remote hosts, but
don't know how to block other hosts without the authorized public key.
eg. if host A is allowed to login server S with public key P, but host B
does not have publick key P of server S. I don't want host B logon to
server S even host B got the correct password of server B.
does any one know how to implement this policy?
