Because SSH includes the user interaction with a remote login. SSL is an
encryption and authentication protocol and actually has to be wrapped
*around* things like rsh, HTTP, etc. That's like saying "why drive a car
when you can buy a tire"? You need the other tools as well.
And the SSL top-down authentication model breaks down for individual
user use, especially because you have to pay cash for new keys to be
signed by the various signature authorities.
