Try ssh-keygen instead of ssh_keygen, and check your PATH to make sure it includes the sbin directories: /sbin, /usr/sbin, and /usr/local/sbin . IIRC sshd installs in one of those. sshd_config really ought to be in /etc or /etc/ssh, but maybe you are supposed to create one. There ought to be a man page for sshd_config if you installed man.
