Broken-ness configuring with openssl-0.9.7b and openssh-3.6.1p1

Building openssl-0.9.7b:

   ./config --prefix=/usr/local/openssl --openssldir=/usr/local/openssl \
            threads zlib shared

installs in the directories:

   /usr/local/openssl
   /usr/local/openssl/man
   /usr/local/openssl/man/man1
   /usr/local/openssl/man/man3
   /usr/local/openssl/man/man5
   /usr/local/openssl/man/man7
   /usr/local/openssl/bin
   /usr/local/openssl/lib
   /usr/local/openssl/lib/pkgconfig
   /usr/local/openssl/include
   /usr/local/openssl/include/openssl
   /usr/local/openssl/misc
   /usr/local/openssl/certs
   /usr/local/openssl/private

Note the include files are put in:

   /usr/local/openssl/include/openssl not /usr/local/openssl/include

as I'd expect... And also as openssh-3.6.1p1 expects as its configure
script builds up a gcc line:

   gcc -o conftest -g -O2 -pipe -Wall -Wpointer-arith -Wno-uninitialized \
       -I/usr/local/openssl/include -I/usr/src/active/zlib \
       -L/usr/local/openssl/lib -L/usr/src/active/zlib \
       conftest.c -lutil -lz -lnsl -lcrypto

Again notice /usr/local/openssl/include in the gcc line, however the
files are of course in /usr/local/openssl/include/openssl.

It appears impossible to fix this without maybe manually copying files
from /usr/local/openssl/include/openssl to its parent directory.

Perhaps I've munged my openssl install somehow.

Someone let me know the best way to fix this.
