configure: error: OpenSSL version header not found

Using openssh-3.6.1p1 + openssl-0.9.7b + zlib-1.1.4 this error
results:

   checking OpenSSL header version... not found
   configure: error: OpenSSL version header not found

Reading through posts, I've tried all the mentioned fixes. No joy.
Assistance is appreciated.
